For budget cards especially the modern reality is that upscaling will likely be a necessary evil, so looking at upscaling performance is looking at actual performance. But even beyond that, the video includes performance comparisons between native and the various upscaling modes to show what you can expect and whether those gains from DLSS/FSR are worth it.
DLSS/FSR performance says as much about actual perceived/felt performance as a colors car about its performance.
